An individual may temporarily qualify for an emergency substitute license with the following:
- High school diploma; and
- Completion of Greenbush’s Emergency Substitute Training Modules (training may be completed now *); and
- Verification of hire from a local school district.
- Application and $60 processing fee.
- Fingerprint background check and fee.
- Individual may serve no more than 15 consecutive days in the same assignment.

Steps to Apply for A Sub License
To apply for the emergency substitute license based on completion of the Greenbush Training Modules, complete the following:
- Complete the Greenbush Emergency Substitute Training Modules.
- The Greenbush training modules include a step by step video that details how to submit the application. HERE is a link to the video.
- Submit the Form 8 application via the Kansas Licensure Application System. Here is a link to the application system User Login for KSDE Web Applications.
- Within the “Education Information” Section of Form 8, select the following:
- State: “KS”
- Name of College/University: “Greenbush – Modified Emergency Substitute”
- Degree Earned: “No”
- Transcript Delivery Method: “Upload Transcript”
- Upload the Greenbush Certificate of Completion to the application.
- Submit payment.
- Contact the hiring district to complete the Expanded Emergency Substitute Qualification Form

Sub Pay and Premium Pay For Substitutes
Effective for the 2022-2023 school year only, USD 409 will pay substitute teachers premium pay based on the number of days the substitute teacher works in a pay period from November 2022 payroll through June 2023 payroll.
- Substitute teachers that work 5-9 full days in a pay period will receive premium pay of $100 for that payroll.
- Substitute teachers that work 10-14 full days will receive premium pay of $250 for that payroll.
- Lastly, a substitute teacher that works a minimum of 15 full days in a pay period will receive premium pay of $500 for that payroll.
- Substitute teachers that are long-term subbing at the $165.57 rate and attend 90% of the scheduled days for a pay period, will receive premium pay of $200 a pay period.
Standard Substitute License Requirements:
- Must hold a degree and have completed a teacher preparation program in order to qualify.
- All applicants for an initial Kansas license must submit one fingerprint card for the purpose of a KBI and FBI background clearance report.
- If you are applying for an initial Substitute License, have completed a KANSAS teacher preparation program, and have never held a standard teaching license in Kansas, submit FORM 1 online.
- To apply for an Initial Kansas Substitute License and you have completed a teacher preparation program outside of Kansas, or a Renewal of a Kansas Substitute Certificate, complete Form 5 here.
